Gave it a three, I liked it. I would suggest submitting your Madness flashes on madness day though.
You mean the invisible guys? I'm not sure. Make the character an entire movieclip and try dicking around with the alpha and blend settings. You could also send the creator, Mottis, a PM and I'm sure he'll be glad to help you out!

I am annoyed how quickly I can do these sketched out sequences, but it takes forever to purty it up. Also, the Encompassing is really lame, I know, was trying to see what worked, didn't care enough to change it.

It might be that you just have the wrong setting on. Make sure that all the sounds are on a different layer from the animation. Now click on any frame (it doesn't matter which) and open the properties panel. You see the 'sync' option underneath effects? It will probably be set on event, change it to STREAM.

Okay, here we go. Drawing With jazza has videos like "How to draw hair/feet/hands/superheros/etc." Sweet21 just said that but they're damn good tutorials, so I'm emphasizing them. WATCH THEM.
TastyFlash has a 5 part tutorial series on drawing cartoon characters in Flash ready to animate.
Newgrounds has an art tutorials page as well, with Flashes based on perspective, backgrounds, and of course cartoon people.
And lastly, there are always videos you can find here and there that'll help. Just a quick search on google found this, this, and this.
Obviously some tutorials are better than others, but it's good to check out everything you can. Now start drawing!
I'm not sure what you mean by "create characters in motion." Do you mean animate them, or add code to them that makes them move when you press a button?
You need to explain it a bit more. Here's the animation tutorials page and the game tutorials page if that's any help.
Metalocalypse is pretty fucked up, but I still watch every new episode. Of course others, like Futurama, Regular Show, Adventure Time, etc.
In terms of the animation quality (which is what i thought this thread was originally going to be about), Ed Edd n Eddy has some fantastic animation.

I don't know what you mean by camera, do you mean like a v-cam, a virtual camera inside flash? They have the AS2 and 3 version to download right here on NG!
As for quality buttons, here's an AS2 version, I can't find one for AS3. If you aren't using AS2 try asking in the Flash forum, they do coding stuff in there.

When you select the sound there should be a few options in the preferences box.
Underneath where it says which sound file it is, there should be a drop down menu under it that lists effects. You can choose a few, including fading out and fading in.

Photoshop and other programs like Illustrator are much more powerful when it comes to drawing. They have better drawing tools than flash will ever have, but it's not impossible to make great drawings in Flash, look at Matt-Likes-Swords' art. Last time I checked all his digital stuff was made in Flash.
Spent a good hour and a half, two hours on it spread out through the day. Not the greatest piece of work because I'm lazy, but whatever, I kinda like it.

Temporary solution
Another little test, took me a few hours. I think I might start using the pencil tool more! I felt like Matt Groening while making this. I don't know why, but I did, and it felt good.
Also does anyone know why it keeps showing part of the animation that wasn't on the stage? It's pretty annoying.
And for anyone confused, it's someone trying to think of something to say, but ultimately finding himself speechless.
Any criticism is appreciated.

Here's some dude drinking beer. I haven't animated in a really long time (and when I was animating I was pretty bad :P) so here's me starting again. Also, the final animation was exported larger than the stage was in flash, so you see the bottom where I stopped drawing haha
