Brushing him off as a non-threat because he's utterly ridiculous (but at the same time scary) is not a winning formula. When people like this get power, they abuse it. Concerning domestic affairs, I fail to see how killing the republican party is good for America, because this is what the democrats have been trying to do since 2008 with plans for the amnesty of a few million illegals, among other things.

Like almost everybody else, my opinion is based on conjecture; do of it what you will.
Based on what I've read and my own personal experience and observations, I believe culture is, at the very core, the expression of, an ethnic group's (for a lack of a better term) perception of "its way of being" resulting from its perception of nature, the universe and, more "narrowly", Man itself. Culture would be a simple byproduct.
Can it exist by itself or can it, otherwise, exist only in opposition to another one? In other words: If somehow there was only one homogeneous group, could such a concept exist at all?
In any case, unless you get a good clean look at mankind, how it evolved, how it came together and formed societies, why conflicts exist, why religions exist and how it all connects into one thing, I don't think you'll get anywhere.

I think what you need is a CMS, content managing system.
There are a bunch of good/simple ones out there; check them out, pick the one best suited for your project, unzip it and follow the instructions on how to install it. Because dynamic websites imply a server-side environment, you'll need to host the site somewhere during development. I suggest developing locally, using wampserver.

In a nutshell:
1. have hosting environment ready
2. install cms
3. choose template, edit or make up your own
4. add content (pictures, text, etc.)
5. insert server/client-side script to perform specific actions if needed
