It goes up by level, with a multiplier for B/P level. Since you're 60, you'd only observe a change if you started upping your B/P. Top end Supreme Commander has a 60% bonus on top of what is granted by the level.

Blams and Protects (saves). When you vote on an under judgement game/movie (which are the purple links on the portal) you can get points based on how the submission scores. If you vote low (0-1.5) and the submission doesn't meet the score threshold it is deleted and you get a Blam point. If you vote 2-5 and the submission scores well enough, you get a save (protection) point. The points show on your profile, and over time increase in level and add a bonus to your voting power.
