I want to make a "My OC's" playlist, which would contain other playlists dedicated to my different OC's.
Is that possible? And if so, how?

Yes, you can make a playlist of playlists. If you select a playlist (either your own or someone else's) there's a button at the top right that lets you add it to a playlist. From there you can add them to a pre-exisitng playlist or make a new one, like you would for any other type of submission.
