Unsure if this is the right place since I hardly use Newgrounds socially, but is it possible to get your account scouted for the Art Portal if you were once, but were descouted for one reason or another?

Generally you could get re-scouted again. If you had been de-scouted for quality then it should be a case of general improvement, as a rule problem may have resulted in art being removed/a ban.
It's also a potential that the person who scouted you was themselves removed in such a way that all their scouts were also removed (pruned).
