Same, but it's different from usual blocked behavior. Just fails to load anything after a couple minutes, no usual error messages.

It was never banned, BUT around the time this thread was made there's been reports about some apps, services and even internet providers not working correctly. As far as I know t2 and Rostelecom (especially Rostelecom) were having issues, so if you were using one of those (just like me) then it would have trouble loading ANYTHING.
Btw Rostelecom is still not working, I'm typing this using my mobile internet :(
Is it blocked at the DNS level or deeper?
I remember when NG was banned in India it was a DNS level block, so you could still access it if you changed your DNS server to openDNS or Google DNS. Now that no longer works as well, so I assume things have gotten stricter.
